Green transition subsidies for apartment associations

The green future is in our own hands. In order for apartment associations to also introduce solutions that save both energy and the environment, there are various subsidies that can be applied for.

Several subsidies are available to apartment associations on the websites of the City of Tallinn and Tartu Municipality, which can be used to determine the energy consumption of their building and contribute to increasing its energy efficiency with renewable and modern energy solutions. Let’s take a closer look at them.

Tallinn

Green transition subsidy

The green transition subsidy consists of three separate grants: the audit grant, the facade renovation grant and the yard maintenance grant. The purpose of the subsidy is to reduce the impact of urban life on the environment and contribute to the reconstruction of apartment buildings, making them more energy-efficient.

Applications for the facade renovation grant and the audit grant can be submitted to the city year round and are accepted until the budget is exhausted. The yard maintenance grant is now closed. The application deadline was 1 March.

  • Facade renovation grant

As part of the green transition subsidy, the support can be applied for to:

– install equipment for renewable energy production, energy conversion and energy storage (including solar panels and heat pumps);
– design a factory modular reconstruction of an apartment building;
– reconstruct an apartment building with factory modular elements.

NB! The grant is for apartment buildings constructed and utilised before 2000.

  • Audit grant

As part of the green transition subsidy, the support can be applied for to:

– carry out an energy audit of an apartment building;
– carry out an audit of the load-bearing capacity of the roof and/or balconies of an apartment building in order to determine the possibility of installing solar panels or other equipment necessary for the production of renewable energy.

NB! Audits can be done for apartment buildings constructed and utilised before 2000.

Grant for follow-up activities of the balcony and awning audit

The follow-up grant can only be applied for together with the audit grant. The purpose of the grant is to help apartment associations carry out construction work specified in the report of the balcony and awning audit.

The audit follow-up grant can be applied for:

– after receiving the audit grant;
– if the construction work necessary to eliminate the deficiencies specified in the report of the balcony and awning audit has been done;
– if the apartment building was constructed and utilised before 2000.

Applications can be submitted year round until the budget allocated for the grant is exhausted.

Applying for grants

Applications must be submitted electronically to the project and operating subsidies information system of the City of Tallinn. To do this, you need to log into the platform with an ID card, Mobile-ID or Smart-ID.

On the homepage, select ‘Projekti- ja tegevustoetused’, click on ‘Alusta uut taotlust’, find ‘Tegevustoetused’ and select ‘Korteriühistud’.

Fill in the necessary fields and submit the application. A submitted application will be reviewed within 30 days.

Tartu

Apartment associations in Tartu Municipality can also receive grants from the municipality to introduce more sustainable and smart energy solutions, which in turn support the implementation of the green transition. For example, grants can be applied for activities such as:

– construction of an electric generator connection for heating and water systems;
– purchasing and installation of an electric generator (together with the construction of a connection);
– installation of a charging station for electric cars.

The following conditions must be met in order to submit an application:

– the apartment building must be older than seven years at the time of submitting the application;
– the applicant may be an apartment association in Tartu Municipality with three or more apartment ownerships, or two or more apartment associations with six or more apartment ownerships.

Applications can be submitted until 10 May 2023 in the SPOKU platform. Enter the self-service with an ID card, Mobile-ID or Smart-ID and select ‘Toetuste info’. Then click on ‘Korteriühistute toetamise kord’, enter the necessary information and submit the application.
